I think we can deal with the cache files by documenting the expected "update keys". We could include a tool for outputting the computed "update keys", which the user could then check against the README.
I'm not sure how we could document the correct encryption keys without supplying them. We could supply a tool for validating encryption keys, and document the expected number of correct/known keys.
